Why doesn't the car/concept include any idea(s) which are illegal in most forms of racing, such as continuously variable valve timings, computer and/or driver controlled dynamic aerodynamics (the aerodynamics setup is adjustable, so why not adjust it while driving, low downforce for the straights, maximum downforce for the corners?), dynamic suspension, to name a few things? However, of course if any of these ideas would add _significant_ weight to the overall system they should not be considered as that would kill the very idea of the concept. But perhaps that could be compensated with making the car even lighter in other areas to meet the same power:weight ratio?

Would such features have a significant effect on the weight. Because that is the biggest reason for it's amazing specs. I mean to me more gadgets such as these include more electronics, sensors. If not then I do not see why such features would be added. My initial thought is simplicity, and that these features weren't goals in the firsthand designs of this car, contrary to the presumption that they haven't been considered at all.

Caparo was trying to keep 2 things to the minimum: the weight and the cost. Reducing weight is one of the most expensive things to do. It's a combination of good engineering and exotic materials. Complex electronics would be both expensive and heavy.
