If it's 15 years or older, anything can be imported. I believe its 25 years + in USA.
They have a law against that now?

"Importers of motor vehicles must file form HS-7 at the time of vehicle is imported to declare whether the vehicle complies with DOT requirements. As a general rule, motor vehicles less than 25 years old must comply with all applicable Federal Motor Vehicle Safety Standards (FMVSS) in order to be imported permanently into the United States. Vehicles manufactured after September 1, 1978, must also meet the bumper standard, and vehicles beginning with model year 1987 must meet the theft-prevention standard"
Actually it's a bit easier there than here at that rate, as long as it is DOT approved you're good to go (minus tax, etc.). We don't have that in Canada, like I said anything older than 15 in Canada is good to go, it just has to pass a vehicle inspection and that's it. The guys who import stuff from Japan usually have a prior arrangement with the company so it is inspected as soon as it gets off the boat.
If it doesn't pass right away, you have a bunch of time to make it street legal.

USA #1 with oldskool diesel cruisers are rare as hell, and the people that have them wont be selling them.
4.5L EFIs are tough engines. the 4.0L engines are almost as good, the later EFI ones are okay, the 4.0l carbys are a pain in the ass.
even with the new cruiser they never got the amazing twin turbo V8 diesel, but why bother with fuel as cheap as it is. if you can get a diesel do it, unbreakable, mine is a testament to that.
