Should Canada arrest GWBush?

What's odd is that such a law even exists in the first place. Does any nation really expect to detain a foreign leader and try him or her without that leader's nation having a total cow? How can you expect such a thing to not lead to war? Furthermore, how does your nation's court system have jurisdiction outside your nation?
