But if I pulled next to 150 HP vehicle also RWD, 1) It'd be a waste of my time to race, or 2) In a 438 HP Mustang (or 800 HP Corvette), I could still kick his ass without even trying.

CARB's hold on American car testing is tight, so the highest-end cars get originally produced and tested in Europe. The McLaren's engine was designed off of a BMW V-12 by an American for an American company, but technically he doesn't even work for Ameritech. Same guy that designed the Prowler. But Steve Saleen has always worked in America, I don't understand your point there.
