Yes, because no technologies developed from the space programs like fuel cells and effecient solar panels are involved in lowering pollution or anything.
And the innumerable good done for humanity wouldn't outweigh the low amount of atmospheric pollution in a launch rocket compared to Al Gore's yearly CO2 emission from transcontinental flights.
